i do my row of double crochet and when I get to the end I do the chain 3 thing and turn over, do I start my new row in the very first DC stitch after the chain 3, or the 2nd stitch?

The chain up counts as the first st, so you go on the to next one.

But when I very first start the crochet, I skip 3 chains and go into the 4th right?

Depends on your pattern/gauge , etc. I would think yes. Try it out, if it looks funny, undo it & try again. :)
