Is it common or "normal" for a toddler to call his mother's boyfriend (unmarried) "Daddy"? His biological father is not in his life...

Have you been referring to him as daddy? If the dads not in the life then I'd doubt he would know the meaning of dad unless someone is teaching him.

Probably. My son calls all men "dada" and women "mama". He's 18 months.

My 3 year old knows his dad but doesn't see him consistently. He calls my boyfriend Dad sometimes but I always correct him with his name.

why? if thats what he wants to call him and the guy has stepped up to the plate that another man has left why not let the child make his own choice in the matter?

He's with his dad right now. Lol I said he knows who his dad is he just doesn't see him consistently. He calls his dad Daddy but when my boyfriends son's come over and they all call him Dad, my son will start to call him dad too. I think children should call their biological father dad/daddy when they are in the picture.

Not true. My sister served in Afghanistan with her husband so my parents had custody of my nephew, so one 'taught' him to call my dad dad, but he did it anyway

Sure, but he's got a dad so I don't think he should call any other man dad. Even if they are around more than his father.
