Tons of people sell bows on here, on etsy, on facebook. There is def. a market for it I just think you need to have high quality work and something unique to really stand out. Just my opinion though.
There is probably a pretty good market. But....They are easy to find. Almost EVERYONE makes bows and sells them. People mostly buy them from someone they know or make them themselves.
You could try!! But....I wouldn't invest a ton of money into them until you know how they sell.
It's very competitive on here and fb. You are going to have better success with selling to people you know.

Scentsy does about the same on the Internet. Not sure about the second. But any craft will not bring you loads if dough
A lot of people sell on Ebay, I sell on Ebay myself. You can make a couple hair bows and list them and see if they sell. I'm sure they will if you don't put them at an outrageous price with shipping.
It's such a saturated market, but there's probably room for one more! One thing I've noticed is that a lot of places like Walmart and Target have tapped into this market too and carry bows for super cheap, especially the themed ones for different holidays. I find myself buying those because its $1 and the quality isn't terrible. I still make my own M2M bows as gifts or for my daughter, though. It would have to be really unique or something for me to buy bows from eBay or BG these days.
