This is just my opinion, and perhaps I'm incorrect, however - I believe the two are different because of the way they were executed. The Aurora Shooting was an atrocious act of hatred, however I believe his intention was to kill, not necessarily to terrorize the entire Nation. The bombing however was determined very early on to be an IED, similar to those commonly used overseas against troops and civilians. With a bombing (especially when two bombs go off at once), there is an uncertainty. Are there other bombs? Will there be more explosions? Where are the people who committed the act of terror and will they do it again?
Regardless of race or religion, I believe the way the act was carried out was the defining reason as to why it was called terrorism. It was the first successful bombing since 9/11. Shootings are far more common than bombings, and thus people tend to react with more fear when a bomb goes off, as opposed to a shooting. Hence - Terrorism.
This is just my opinion of course. From the moment it happened, race and religion were inconsequential to me. The bombing was deplorable, regardless of who carried out the act.

I agree. I've been getting so damn annoyed lately with everyone calling these kids terrorists.
I feel sympathy for them. I just asked DH yesterday "What happened to those poor boys to make them act out this way?"
