Quoting I'm His Amy He's My Rory:" Time of day.. 6ish at night. Type of scream: Scream like someone was going to kill him or he was so ... [snip!] ... complex common area. Usually between under my bedroom windows, outside my dining room, or just across the street. It varies. "

If you haven't talk to the parents, I would file a noice complaint orrrrrr call the cops and play dumb. You hear a kid screaming bloody murder and through there was trouble.

She said he stopped after she called his dad. Cps is not something to be used like that. You do know that there are cases out there that really need cps right? Wasting their time on something little like this would be taking away from kids who really need it.

Quoting I'm His Amy He's My Rory:" Hah I told them one day when it'd been going for 3 or so hours that "SOMEONE BETTER BE TRYING TO KILL ... [snip!] ... THE ONLY REASON IT'S OKAY TO SCREAM LIKE THAT!!" well I yelled it from my back balcony so no one could prove it was me lol"

If it was going on 3 hours I would have called the police. Holy crap that is a long time for a kid to scream!

Not at all. My brother has ADHD, OCD & ODD. So he was a VERY loud child. He screamed, whooped & hollered a lot when he was outside playing. Most of the time he was just excited & hyper which isn't a crime at all. If he had been getting physically dangerous, banging on signs & other stuff though I wouldn't have blamed someone for calling CPS. Especially if someone had contacted my mother multiple times for it. CPS was called on my mother for letting him play in our front yard by himself(us right inside the door because the yard was small)& they made a huge case on that factor alone. The other factors from this situation make it a bit more serious IMO

Nah, I wasn't looking at calling CPS over that. Just the toddler playing in the storm drain and streets alone.

Now a two year old playing in a storm drain is cps worthy for sure.

I finally called the dad tonight after about 2 years of it. I'd warned him LAST time I'd have to call his father if he kept it up, and he stopped. So today when it happened again I asked him to stop, and the same warning I'd call his father, and he didn't, so I called his dad.

You know that my mother beat me & when I ran away from home & called them that I was picked up by police. Then taken to the dhome with shackles & cuffs on bruising my ankles/wrists then sent right back to my mother with the excuse 'They tried their best to keep families together.' CPS didn't do shit for me when I really needed it so for this little boy, before he gets kidnapped or hurt because his parents don't care enough about him to watch him, OP shouldn't call CPS before something potentially serious happens? It would be different if they stepped up before she called the father but if it takes her calling then clearly there is an issue.

IT IS! It's like "Don't you ever get tired of screaming kid?! Sheeeiiiitttt...." I think he'd been at it (with breaks in between screams of course) for about 45 minutes when I finally called his dad.

There is no one being beat in this situation. A boy about 7-8 outside playing with his friends in the complex. There is nothing wrong with that. cps is a very serious thing. You don't just call because the little boy is playing outside with his friends ffs.
