But I have paid application fees before. Only after seeing the place I was applying for. It doesn't make sense to pay before you see a place, if it is an application fee. Now, I could see asking a fee, that is refundable, before showing places to make sure you are actually interested and not just playing around. But I wouldn't consider that an appliaction fee, lol.

No, no and once more no paying without seeing the place first! The photos made by the owners or by agents not always show everything you need. When you see the house with your own eyes you can notice some defects that photos hide.
