My advice would be to assume he's going to go every month making $800 dollar checks every week and budget for that. If you budget for more without knowing if he's actually going to get more, you could wind up in a hole. Kwim? Any thing extra he makes will be just that, extra.
ETA: With that extra you can sock some away, pay down his debt. Things like that. You never want to budget for more than you have so it's best to budget for the least amount you could make in a given month so you'll always be okay.

that's what I was going to do, budget for what he makes and then anything from over time can be used to pay off debt and save.

DH is paid monthly, we pay all our bills on the first it's about 3000$. I then put 1000$ in savings, and 700$ in each kids college fund. The rest goes towards gas, grociers, fun, etc.
