Yes I think it's normal, even twenty something years ago I had homework in kindergarten and I clearly remember having a lot of homework in first grade. I don't remember if I had weekly tests but I'm not surprised that they are doing it now.

Yes we have homework 3 nights a week, generally. Plus, part of our daily homework is to work on our sight word flashcards and we read everyday and cover the author, illustrator, etc.. We're also working heavily on math-beyond simple addition/subtraction. My son had a test yesterday.
