I don't know what to think it is such a sad situation. It is about a 5 year old that was killed by his 17 year old step-brother. I posted about it a couple days ago.

I wonder who did the home assessment and application approval for this family to care for a young child with an older son that has violent outbursts :?

Kids should NOT have been left unsupervised.

Yeah, I blame the parent. If they know he was prone to violent outbursts, I don't understand why they'd leave a 12 year old in charge. I'm sure this 17 year old is bigger than the 12 year old, therefore they should have known if he'd have had a violent outburst, it's not likely she'd have any way of stopping him.
